I recently sent this issue over to the good folks at the consumerist...and they have a few ideas and answers:

UPDATE: These are autodialers using pre-recorded solicitation messages. It is illegal. If you receive one of these calls, enter the area code and prefix here at Telcodata.US. Complaint to the customer service of the provider listed. They will shut the unsolicited phone spammer down."

...no such luck. Why do these people insist on bothing me. Isn't it enough that I enjoy their food and purchase it on a regular basis. Now they have to call and harass me on the phone in a language I cannot respond too. In protest i am not going to purchase or eat tortillas for a year.

I got a call from this number today around noon (I'm in maryland) The voicemail they left is exactly the same as an 856 number that called me for a week straight at the same time every day and then never called again... SO annoying. I called cingular and there's nothing they can do except change the number. The other number was provided by cellular media inc.

Got the 305 yesterday. Strange... and very annoying. I wrote a complaint and received the following response:

"Sir, PAETEC Communications provides local telephone service to another carrier with that telephone number. If you like, I can forward any call examples with call dates and times to our customer on your behalf with
your note attached. I would need the telephone number dialed as well.

I've been getting calls like this for about 3 months now... happens once every other week or so. Today is the first day that I decided to capture the number calling: 661.375.3050. According to TelcoDAta.com, it belongs to Arrival Communications in Bakersfield, Calif. Legal action needs to take place.

I pressed 9 and got a live operator who rattled off something in Spanish. I asked, "Is there someone there who speaks English?" It is a world-wide phone 'spammer scam,' just like those phoney Caribbean 'Psychic'-ripoff artists from a couple of years ago.

So if we've already complained to telcodata and we are still getting calls...is there a way to complain to fcc or someone else? I've been getting these calls for almost a year now and I don't have enough mins on my service plan as it is (I would upgrade if I could, believe me). We've been getting calls as well from 954-671-5388 and I heard "nueve" so I pressed nine and this spanish guy answers and I said Hey, you think you guys can stop calling my house at 3 am and other very inconvenient times? He said Uummh, uh habla espanol? I say no I don't understand spanish and he laughed and hung up the phone. The same response each time. Checked with my phone company in oregon, 954 is in Ft. Lauderdale, FL. And we cannot block it because it is out of state. Does anyone know what we can do about this?

Got a call from 954-671-5388 at 2:30 pm Pacific time. No body to talk to. I called it back and got some spanglish person. I told them they had called INS and am doing a followup. CLICK. If you call I.D. B4 answering, and use the INS routine, I doubt they will call back. Then file a complaint with the FCC. Enough of these and the FCC will look into it. If you can, record what they say and then have it translated.

The kicker: MY PHONE IS A PREPAID. These jerks are costing me a flipping quarter every time I answer my phone or check my voice mail. It adds up.

I just got a call from 203-999-9876 on my cell. didn't answer it. tried to look it up and ended up here. is it possible that someone could link into personal cell phone or email account information by doing this, or are they just being annoying for the sake of being annoying???

Just got a phone call from 203-999-9876 to my sprint cell, the recording in spanish said that I won some kind of prize and to press 1 to claim my prize... I hung the phone up and then I tried to call back but just got a msg saying that that number does not exist.

I'm in Phoenix, just got a call from 203-999-9876. I recognized "Uno" in the message and hit 1, I was thanked in spanish, then it rang once, clicked to silence and disconnected after several seconds. I tried calling back and got cannot be completed as dialed.

A bi-lingual co-worker agreed to listen if they call again, and we may call one of the other numbers listed here to speak with an operator and find out these people are and what the hell they think they're doing.

Hailing from the lovely city of Lowell, MA here. I have been called by these three numbers:

480-210-9876
561-293-2234 (I googled this and found this site)
602-755-6543

I have also been called with a 305 area code number but that went to voicemail so I didn't get the number.
Next time they call and I'm at work I'm going to press 9 and give the phone to the receptionist here; she speaks perfect Spanish and I'm sure she'll be able to cuss these people out.
The kicker: MY PHONE IS A PREPAID. These jerks are costing me a flipping quarter every time I answer my phone or check my voice mail. It adds up.

(My phone is a Virgin Mobile, which works on the Sprint PCS network)

I live in this 480 area code of your first phone number. I find this interesting because TODAY I got spammed from 203-999-9876. NOTICE THAT THE LAST FOUR DIGITS ARE THE SAME AS FOR MY AREA. I got a spanish message. The weird thing about it I wonder if it is linked to my lending my cell phone to a mexican about a week ago. Turned out this mexican was a heroin addict. I wonder if that has any bearing on these situations?

Tim, I'm in Mesa, got spammed to day from the same number as you. 203-999-9876. The area code is a CT one but the last four digits are from Bucket mouse's comment that is originated in Mesa area code 480. Is the 999 a special routing prefix? Can Qwest explain the meaning of the 999 prefix just for info?

Received a call from 203-999-9876 ... my Spanish is so-so... it said, " press one on your telephone." I hit one and was connected with an operator who said something to me in Spanish. When I said, "What?" She hung up on me. Very nice. Who the fuck are these people?

Crazy, In Vallejo Ca just got a strange call on my cell phone..20399998976 never seen that before so I just punched it in to Yahoo.com and it brougt me here....As long as Im not the only one

I believe that TracPhone has their own operators calling random numbers in the hopes that people will answer the call, thereby costing them at least one minute, two if they are out of their area code.
I get them once in a while. I have learned to not answer them and call them back from a landline to save my minutes. They inevitably say, "Nope, I no called you senor." If they actually sounded like real spanish speaking individuals I might believe them. I don't. What's to stop them from doing this. Ethical employees? Give me a break.

Okay. I've been getting the phone call for the past two weeks now-- even at weird hours. Garbled spanish-speaking operators, sometimes speaking perfect english, cutting to some weird music when you tell them you don't understand; or hanging up when you ask what company their with. You can imagine I'm getting pissed now, hopping up every 5 minutes to answer the phone. The only thing is that I have been getting the call on my landline phone instead of my cell. The number that has been calling me is 954-620-1202 coming from what I've tracked down to be Hollywood, Florida. Okay, I live in Oklahoma.

So I did some research, and for those of you wondering what this company is-- I've found it.

It's called IDS TELCOM.

Interesting piece. The only thing I am wondering now is-- why are they calling us? I'm having their number in the progress of being blocked from my phone. Adiós, Amigos!
